Safety at interrupted and uninterrupted traffic facilities is primarily analyzed using police-reporting-based data. But during unforeseen conditions, unreported crashes at such facilities need proper adjustments and assessment. In the recent years, a number of surrogate safety measures (SSMs) have been developed by researchers to assess innumerable unreported crash data analyses before to crash occurrences during accident investigations. This research focuses on literature appraisal of benevolent and consolidated strategies present in the current timeline for surrogate safety assessment of typical homogeneous and mixed traffic environments. In the present research, critical appraisal of former and present surrogate safety assessment literature has been performed using techniques like Search Appraisal, Synthesis, and Analysis (SALSA) and the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) approach. According to the study results of the systematic review, temporal proximity measures, specifically Time to Collision (TTC) and Post Encroachment Time (PET), were ubiquitously utilized as conflict measures for surrogate safety assessment of traffic safety. Other conflict measures, including spatial proximity and kinematic, have also been used based on the geometric and operational characteristics of traffic conditions. The systematic review discloses several research gaps in the literature that can help future research in conflict-based safety assessment.
