The transition from a monopoly market for rail transport to an oligopoly market was the result of structural reforms that divided the tariff into components and contributed to the emergence of operator activities. Initially, the development of this activity was carried out due to the extensive growth of the number of production units, but recently there has been a surplus, which complicates the operational activities of the network carrier, and, as a consequence, the operation of rolling stock. The purpose of the work is to analyze the state of the market for logistics services in railway transport, to identify international and Russian criteria for assessing the quality of services provided, to analyze them, to describe a conceptual model for diversifying the activities of rolling stock owners. The analysis of the “Logistics efficiency index”, compiled by the World Bank, as well as the “Quality index” formed by the business magazine “RZD-Partner” based on a survey of shippers was carried out. The positive dynamics was noted and the reasons for the growth in the quality of services were studied. The structuring of the “Quality Index” criteria by key performers was carried out and the criteria of consolidated responsibility were determined, which can become the basis for the emergence and development of new transport and logistics services of rolling stock operators. The structure of diversification operator companies’ activities is considered and the elements of the model necessary for its implementation are presented.
