Abstract Initial preconditions for solving the problem of ballistic-navigation design of a future-technology space navigation system (SNS) are presented. A technical approach to the SNS design is proposed, whose basis is theoretical results in the field of space navigation applied to the orbital satellite groups, generating the global radio navigation field (RNF) with optimum navigation properties. The mathematical apparatus adequate to the proposed technical approach is introduced to analyze the structure of the orbital group and radio navigation field.
