Traffic congestion has become a major challenge with rapid urbanization in India. It decreases the level of service (LOS) and increases automobile emissions on the roads. Intersections are the major bottleneck for any road-network which is responsible for causing congestion and other externalities. Thus, proper evaluation framework is required to assess and improve the performance of intersections. In this study, a suitable methodology has been proposed for modeling unsignalized intersections using VISSIM by taking Silchar, Assam as a case study area. The measure of effectiveness has been taken as average delay. GA-based optimization has been performed for calibration, and validation has been performed using a separate set of traffic data from the same intersection. Level of service has been obtained as LOS-D, and carbon monoxide (CO), oxides of nitrogen (NOx), volatile oxidized carbon (VOC) emission values have been obtained as 1185.41 g, 218.64 g, and 260.95 g, respectively. On signalizing the intersection, the LOS has been improved to B from D, carbon monoxide, oxides of nitrogen, and volatile oxidized carbon emissions have decreased by 2%, 7%, and 19.70%, respectively.
