Abstract The advent of the Strategic Defense Initiative has focused a great deal of attention on the United States capability to place large masses in orbit. Both the likely sizes and the numbers of satellites that may be required for SDI strongly suggest the need for a new generation of launch vehicles with low cost a priority requirement.
