It is the duty and responsibility of maritime Competent authorities1 (i.e., Flag State authorities), based on an assessment of health and safety hazards, and in consultation with shipowners’ and seafarers’ organisations, to adopt national laws or regulations that ensure the health and safety of seafarers working on board nationally flagged merchant ships.
