The adaptability level of the operation plans and passenger flow demand has an influence on improving the passenger service efficiency and service level of urban rail transit express and local trains. In order to improve the matching degree between the operation plan and the passenger flow demand, the evaluation system is constructed from two aspects: passenger flow service quality and passenger flow service structure, and the AHP-set pair analysis method is used to quantitatively evaluate the adaptability of express and local train operation plan and passenger flow demand. Taking Tianjin Metro Line 9 as an example, this paper evaluates the adaptability of the passenger flow demand of four express and local train operation plans, and then obtains the evaluation results and proposes corresponding adjustment suggestions for the operation plan.
