Under the background of accelerating the construction of freeway quasi-free flow, it is worth studying to realize cost reduction and efficiency increase through reasonable configuration of toll lanes during the operation of mixed toll stations. With the objective of minimizing the sum of operating cost and user delay cost and maximizing the efficiency of traffic passage, the paper establishes a toll station lane configuration optimization model by considering the short-time traffic flow prediction at toll stations and combining with queuing theory. The optimized neural network prediction algorithm is used to predict the short-term traffic flow and the nonlinear integer programming algorithm is used to solve the final model. Taking the Longcheng Avenue toll station in Jiangsu Province as an example, the model is solved by the solver in Lingo software to obtain the optimal lane configuration solution for the Longcheng Avenue toll station on April 5, 2021, and the optimized solution is compared with the original solution to verify the application effect of the proposed model. The results show that the proposed method of lane configuration for mixed toll plaza operation can reasonably allocate various toll lanes according to the short-term traffic flow of different vehicles, and achieve the best traffic effect with the lowest total cost.
