The number of ships (tour boats) in navigable waters cannot be increased indefinitely. The maximum number of tour boats need to be limited in order to protect the lives and properties of tourists and the safety of ship navigation. At the same time, the maximum number can also provide the basis for transport capacity regulation, the addition and removal of ships (tour boats), and the delineation of the development scale of scenic spots, etc. Therefore, this paper studies the carrying capacity model of navigable waters. This paper creatively puts forward the concept of carrying capacity of navigable waters, The concept is used to characterize the maximum number of ships (tour boats) that can be accommodated in navigable waters under the premise of ensuring safety. Furthermore, the carrying capacity model of navigable waters is established by using the proposed ship dense arrangement theory as the modeling theory. The model can be used to calculate the carrying capacity of navigable waters, including waterway waters and open waters. The calculation examples of the open water area of the Grand Canal (Beijing section) and Olympic forest park shows that the carrying capacity model of navigable water area has wide applicability and strong accuracy.
