With the growth of waterway transportation volume and port cargo throughput, the phenomenon of detention often occurs in many ports. For the sake of the utilization efficiency of channel and berth, this paper modified the model of ship entering and leaving port order and berth allocation scheduling of one-way channel and considered the factor of safety first. In the planning period, a mixed integer programming model was established to minimize the sum of all ships waiting cost and the berth deviation cost. In view of the situation that large ships need to enter and leave the port by tide, this study put forward the constraints of sailing time based on the continuity of the tide, so that could improve the safety of ships entering and leaving the port. The corresponding genetic algorithm (GA) was designed to solve the model, and verified the effectiveness of the model and algorithm.
