A small group release organization facility for pedestrians at the crosswalk is designed to reduce the delay of vehicles on the basis of civilized driving. The purpose of the design is to address the increased delays caused by the nonconcentration of pedestrians crossing the street under the pedestrian first policy. This paper analyzes the avoidance characteristics and conflict areas when pedestrians cross the street loosely and centrally, and designs pedestrian standing area and small clusters release rules. Pedestrian standing area is designed to restrict the number of pedestrians crossing the street for a single time, so as to form a certain range of gathering before crossing the street; set release rules, so that pedestrians start to cross the street at the same time, prevent excessive looseness when pedestrian cross the street, and reduce the area of conflict between people and vehicles.
