Under the background of the continuous progress of 5G, big data, Internet and other technologies, the construction of smart port is the future development trend of the port industry. How to effectively measure the smart development level of port is the key problem to be solved in the research. According to the influencing factors of smart port development, this paper establishes an evaluation index system of smart port development level from six indicators and uses entropy weight TOPSIS method as a comprehensive evaluation method. Shanghai Port is selected as the research object for in-depth empirical research to evaluate and analyze the development level of smart port. In terms of results, the smart development level of Shanghai Port generally shows an upward trend, which has experienced three stages: slow improvement, rapid improvement and small decline. Among them, innovation capacity has the greatest impact on the development level of smart port. The evaluation results of this paper can provide some ideas for the future smart development of the port.
