Chemical ships are not only exposed to risks at sea when sailing at sea; they are also dangerous in their own right. Rescue at sea is one of the most effective ways to reduce accidents. Therefore, this paper considers the three influencing factors of cost, risk, and maritime rescue resources, establishes a target model for minimizing the cost of transportation, and analyzes the Middle East-North East Asia route to obtain a route for chemical ship transportation that effectively avoids the risk zone, minimizes cost, and maximizes rescue. It provides a reference value for decision-makers to plan chemical transportation routes considering marine salvage resources.
