As a new type of green transportation, electric vehicle is widely used in a variety of logistics distribution scenarios. And some scholars have begun to use electric vehicles as mobile charging facilities to provide mobile charging services for electric vehicles that need to be charged. However, home charging and fixed charging are still the mainstream modes of electric vehicle charging, and the number of electric vehicles requiring mobile charging services is relatively small, which can not meet the conditions of special supporting mobile charging facilities. Therefore, this paper combines the traditional logistics distribution with the mobile charging service, introduces the electric vehicle which can provide both the goods distribution service and the mobile charging service, proposes the electric vehicle route optimization problem considering the electricity and goods distribution, establishes the integer programming model of the problem, and designs the genetic algorithm to solve it. Finally, the model and algorithm are tested and numerically analyzed based on a Solomon example to verify their effectiveness.
