The paper proposes an approach for supporting data-driven decision-making for traffic management. The approach describes the way of information interaction between participants in the process of developing and coordinating traffic management projects in decision-support systems. A data-driven approach involves the use of data structures that provide the presentation and use of information about a digital project, road signs, traffic lights, road barriers, and road markings in decision-support systems. Using the proposed approach, we conducted a study in which digital traffic management projects were developed for highways of the city of Kirov, Russia, with a total length of 147.14 km, including for main roads and roads located in the historical center with a complex transport layout. The study used specialized IndorTrafficPlan in decision-support system and SUMO as a modeling software. The study showed that the use of the proposed approach allows, on average, to reduce the time for developing a traffic management project and coordinating it with all interested participants by 2 times due to the development of joint solutions in a single information environment of decision-support systems.
