The rapid development of high-speed rail network makes travel within urban agglomeration more convenient, and the study of the impact of high-speed rail on inter-city travel has always been the focus of the research in the direction of accessibility. However, traditional study of the impact of high-speed rail on urban accessibility has too large a time span. Therefore, this study builds the road network according to the opening stage of high-speed rail based on the multi-model network in Guanzhong Plain Urban Agglomeration and introduces value of travel time to combine the travel price and travel time in the calculation of accessibility using the cumulative opportunity method based on the population data. Then calculates the cost-weighted accessibility to analyse the dynamic impact of the opening of high-speed rail on the accessibility of urban agglomerations. The results show that the opening of high-speed rail increases the accessibility level of urban agglomerations as a whole and strengthens the core position of regional centres, especially in the areas along the routes, where the increase in accessibility is larger, and the longer the distance of the high-speed rail line is, the wider the scope of the impact on accessibility is.
