The evolution of Federal Aviation Regulations on passenger safety briefing requirements is reviewed and the importance of the passenger as an integral, functioning component in the aircraft safety system is discussed. From a systems concept, it is contended that passenger safety education has been a missing link. Aircraft accident and behavioral research data are presented to support this contention. Further, the emergence of the field of passenger safety education as a significant, new profession is examined and the current status of government and industry activities related to passenger safety information card design is reported.
