Mathematical models are being developed by the Federal Aviation Administration to determine aircraft fuel consumption under a wide variety of operational conditions. These models are particularly needed to determine the effects of proposed changes to air traffic procedures. The models are described and examples are given for their use by analysts and policymakers.
