The traditional service role of providing equipment for the use of U. S. forces world-wide is being expanded to include the providing of more suitable and effective weapons and equipment for employment by local forces for free world nations which are threatened by or experiencing insurgency or other forms of conflict in remote areas. Aircraft equipment and systems employed in counterinsurgency actions up to this time have been almost exclusively hardware available in the U. S. inventory and for the most part obsolescent or surplus to U. S. needs. A systems approach is just beginning to be taken in assessment of future insurgency threats, actions, and environments; analysis of counterinsurgency requirements to counter such threats; and determination of preferred technical characteristics of potential counterinsurgency systems. Air transportation of men and materials has the important advantage of quick reaction so important in COIN operations, as well as a unique capability in underdeveloped areas where surface transportation is both vulnerable and inefficient.
