The future of this nation depends upon the manner in which the U.S. Army Missile Command and its sister installations carry out the many research and development programs so that these are responsive to the challenges of this dynamic era. The approaches being pursued by the Army Missile Command to achieve this primary objective are described, including the operation of its “in-house” laboratories (research activities, personnel, salaries, and so on), the contracting of its research-development effort to industrial and academic institutions, and the evaluation of proposals. It is believed that an insight into the “modus operandi” of the Missile Command should contribute towards a better understanding of its operations by the scientific community.
