The International Civil Aviation Organization (ICAO) prescribes the rules governing the international transport of dangerous goods by air. These rules, if carefully followed, will ensure that such goods travel in safety. Moreover, the rules are universally accepted and, by following the United Nations Recommendations, are compatible with the international requiresents for other modes of transport. Non-compliance still occurs and still causes accidents. With improved regulations and a greater awareness of the potential hazards there is now an increased level of safety.
