Describes the single stage rocket technology (SSRT) program being pursued by the Strategic Defense Initiative Organization (SDIO). Identifies key program goals including demonstrating the feasibility of a near term suborbital reusable rocket of potential use in SDI deployment and testing scenarios. A longer term spinoff capability is the ability to routinely, reliably and safely launch a 20,000 lb payload into easterly orbit from a fully reusable single stage rocket. Delineates the technologies, design philosophies and flight test plans that enable robust, low cost single stage flight. Highlights how the program's focus on the president's National Space Policy objectives could potentially expand a variety of commercial, military and civil space activities.
