Growth in air cargo volume, present and immediate future, requires drastic changes in government controls and procedures. Government agencies must follow the lead of private business by utilizing Electronic Data Processing. Customs must apply modern business methods to collection of duties on import shipments. Documentation must be updated from the forms of the nineteenth century to the real-time capabilities made possible by computerization.
