The need for systems analysis techniques to permit evaluation of off-road vehicle effectiveness is established. The desired characteristics of an analysis technique are discussed, and results of a study that compared predicted and actual performance are presented. Using a cost-effectiveness ratio, it is shown that correlation of predicted and measured results under limited conditions is possible. Performance characteristics of a nonstatistical nature, such as reliability, can be predicted and correlated to a measured value by a short test. However, to correlate nondeterministic characteristics, it is necessary to conduct statistical sample size tests.
