A program was conducted to select alternatives to wipe-solvents which contain components being curtailed by environmental regulations. The program objective was to select a wipe-solvent which would not deplete the stratospheric ozone layer, would have low volatile organic compound (VOC) emissions, and would be safe and pleasant to use. Wipe-solvents are used by applying them to a cloth and wiping the surfaces to be cleaned followed by a dry wipe with clean, dry cloth. Surfaces cleaned in this manner in the aircraft industry include sub-assemblies prior to painting or application of sealants or adhesives. In order to reduce VOCs, a low vapor pressure formulation and a wipe-cloth management system were developed. The cloth management system reduces VOC emissions by an estimated 60 to 70%.The requirements for the cleaner were: be effective for a wide variety of soils; be non-corrosive; be non-flammable; have low toxicity; have a mild odor; and dry at room temperature leaving no residue. Three formulations were developed, each having specific advantages and limitations. Although the formulations are proprietary, samples are available through an independent Licensee of General Dynamics.
