Pricing the use of roads is an increasingly debated subject in Australian transport policy discourse, with a number of recent governmental reports supporting more cost-reflective pricing. This paper updates our 2011 estimate of the fuel excise (tax) rate that would make light vehicle (petrol-fuelled) road users accountable for the external costs associated with their road use. The resulting estimate implies a significant increase on the current fuel excise rate, which poses challenges for political decisionmaking. The paper suggests a pathway towards implementation, which recognises that the most appropriate longer-term solution will most likely be mass, distance, location based charging rather than fuel excise.
