Applying multimodal measures to identify optimal improvements is particularly important for often congested urban and suburban arterial highways since typically all four modes (auto, transit, pedestrian, and bicycle) compete for space and time within the same right of way. Having an available comprehensive, transparent analysis tool is critical to support the considerable challenges of consensus building among stakeholders. At the preliminary engineering phase, the Highway Capacity Manual (HCM), developed for operational analyses, is often used along with travel demand models. Since the HCM is a widely used, well-established legacy document, these concerns were considered in the method development and are discussed in the literature review. The term "urban streets" used in the HCM encompasses both urban and suburban arterial highways. Key aspects of the method developed include using step functions in a modular framework; using deficiency indices; addressing comparability of measures across modes; incorporating the impact of modes on other modes; and considering congested periods (not just peak hours).
