Freeways are designed to operate as uninterrupted flow facilities. However, at the access points (i.e., on-ramp and off-ramp junctions), vehicles entering and exiting the freeways may create turbulence in the smooth stream of traffic. This may cause vehicles traveling on the freeway to slow down or change lanes. The reduction in capacity and/or increase in traffic demand at ramp junctions often results in undesirable operating conditions. Therefore, most of the bottlenecks at freeways occur at ramp locations. The Freeway Management Handbook views bottleneck analysis and removal as a key element of congestion relief at freeways. To date, very few studies have examined the traffic operations at freeway off-ramp junctions. The few reported studies are reviewed in this section. Walters et al. conducted a case study in Arlington, TX. A 700-ft. auxiliary lane was added to a freeway off-ramp junction on State Highway 360, leading to the Randol Mill exit.
