With an ever-increasing need to improve the performance of the US' roadways, states and local agencies are looking for ways to meet capacity, safety, and mobility performance goals economically. Given the range of needs to be met with limited budgets, some states are finding success in improving system performance by discovering new ways to address challenges. Building upon context-sensitive solutions, flexibility in design, asset management, and value engineering, a new project development approach, termed Performance-Based Practical Design (PBPD), is emerging. Leaders at the Federal Highway Administration (FHWA) are embracing this trend and developed a team specifically designated to raise awareness of this concept by supporting states' interests in PBPD, promoting use of existing design flexibility along with performance analysis tools, and developing and disseminating informational resources. FHWA's role in fostering PBPD is to support and encourage the use of flexibility in decision-making based on established and emerging tools. FHWA also will be continuing its outreach efforts by delivering one-day training workshops and developing and distributing a PBPD toolbox.
