The construction of new highway and public transportation facilities has come under increased scrutiny in recent years. Costs, environmental concerns, and long construction periods have caused many communities to look for better ways of dealing with their transportation and mobility needs. Operational improvements and highway demand management strategies have been increasingly viewed as a way of addressing congestion and mobility problems. This "point of view" perspective suggests that these actions, while often necessary, are not generally sufficient to meet future transport needs. It gives a historical perspective of how construction of highway and public transport facilities has proven useful in relieving congestion and improving metropolitan mobility. Building new transportation infrastructure will be especially important where rapid and sustaining growth is anticipated. However, this might also be desirable as a way to stimulate economic growth.
