Evaluating the operational effectiveness of highway facilities is crucial, both in assessing existing conditions and identifying future needs. Operational analyses within the Highway Capacity Manual 2010 (HCM), also referred to as highway capacity analyses, estimate various performance measures such as queues, delays, and travel times as functions of the expected demand and geometry. Transportation agencies have increasingly needed tools for assessing operations for pedestrians, bicyclists, and transit passengers, as well as their interactions with vehicles. This article provides a brief overview of the multimodal aspects of the HCM 2010, and also includes some information on an HCM update expected to be published late in 2015. The article discusses uninterrupted-flow facilities (i.e., facilities where traffic is not controlled by traffic signals, stop signs, or yield signs), interrupted-flow facilities, off-street pedestrian and bicycle facilities) and anticipated changes for the HCM update. The last section provides concluding thoughts on the application of HCM multimodal operational analyses.
