The NASA Scientific and Technical Information (STI) modernization plan is described as a phased approach to a shared network environment. The plan is based on end user needs articulated in continuing user studies in addition to technical requirements. The modernization phases are outlined in a chronology covering the 1993-1997 time frame. Various challenges and constraints are discussed. Emphasis is placed on sustaining user involvement and meeting user needs in measurable ways as the development of the system architecture proceeds.
