The process that NASA is using to determine the high-level requirements for the next manned transportation system (MTS) is discussed. The primary attributes that the MTS must possess are outlined. Three options that could provide assured access to LEO for people are examined: (1) Shuttle evolution, (2) an advanced manned launch system, and (3) a Personnel Launch System.
