Report presents concept for reusable manned spacecraft to fly to and from Moon. Concept calls for lunar lander based in low orbit around Moon and transfer stage that shuttles between orbiting lander and Earth. Lander would deliver 30 tons of cargo to surface of Moon robotically and return to low orbit around Moon. Alternatively, lands eight crew-members and supplies for 165 days and return them to orbit. Transfer stage carries propellant for lander from Earth. Upon return to atmosphere of Earth slows itself by aerobraking.
