The NAVSTAR global positioning system (GPS) was evaluated and tested in terms of performance. A variety of operational and technical issues were addressed which characterize the performance of the system. The precision and accuracy of the transfer of GPS time to the static user were measured and a base of information was developed that would support and expediate efforts to develop and evaluate specialized user equipment to exhibit the operational GPS's precision timing characteristics.
