The paper discusses the plans for the stability and control aspects of the Space Shuttle orbital flight testing. The first flight plan calls for the design of trajectory, cg, and trim schedules which are as tolerant as possible with regard to all the constraints and aerodynamic uncertainties. Vehicle configuration control and downmoding switches will be used to provide capabilities to handle the off-nominal conditions that might be encountered. Measured trim conditions will provide information on the control effector characteristics and provide an early estimate of the control boundaries.
