The National Transportation Safety Board determines that the probable cause of the accident was the failure of the flightcrew to properly supervise the loading of the airplane which resulted in the center of gravity being displaced to such an aft location that airplane control was lost when the flaps were lowered for landing. The safety issues discussed in the report include the performance of the Be 1900, the Federal Aviation Administration's oversight of the management of the aircraft operation.
