The objective of the study is to contribute to the development of a general purpose simulator that will permit the study of traffic flow through urban networks without disrupting real world traffic conditions. Three digital simulation models of arterial streets and networks were reviewed. The TRANS model was selected for comprehensive testing and refinement. Several modifications were made on the TRANS model and then it was used for preliminary validation studies in an intersection with nine traffic signals in Los Angeles, Calif. The results of the studies indicated that the model underestimated traffic delays and had some other deficiencies. In accordance with those results, the model was comprehensively modified and refined. More detailed validation studies were completed in the original test network and in a second network of different configuration. The validation studies indicated that the TRANS model predicts, with reasonable accuracy, increases in network content and total delay caused by increased traffic demand, but it is unable to make satisfactory predictions of small shifts in average delay per vehicle and average speed caused by variations in traffic demand. A series of 19 sensitivity analysis tests was performed to evaluate the effect of changes in various simulation input parameters on the simulation output. It was determined that the model is very sensitive to left-turn gap acceptance parameters, traffic volumes and queue discharge parameters. (BRP abstract)
