This report discusses the modal split model for freight movements within the context of a larger model system that can forecast the effects of port expansions, market changes, and network changes on the statewide transportation network. Specifically, the report focuses on the conceptual framework for the modal split model, the model structure, and the data sources and assembly procedures for model estimation.
