The publication contains the report of a special accident prevention study conducted by the National Transportation Safety Board to determine the level of safety in air taxi/commuter operations; to identify the safety factors involved; and to make any necessary recommendations to enhance safety in air/taxi commuter operations. This study contains a historical review of the air taxi industry, accident data, government regulation, results of a field investigation of a select number of representative air taxi/commuter operations, pertinent findings of a public hearing, and recommendations for accident prevention action. A bibliography and several appendices are included. (Author)
