The study investigates and identifies the reasons why ships report 3M usage for items which apparently were not recorded in the FLSIP (Fleet Logistics Support Improvement Program) COSAL (Coordinated Shipboard Allowance List) candidate file maintained at the ICPs (Inventory Control Points). These reasons are identified as use of substitute/interchangeable items in lieu of original allowance items and recording of changes in equipment configuration files. However, based on the analysis conducted, it does not appear that this condition is a problem in computation of shipboard allowances. (Author)
