The model investigation of the New Richmond locks and dam, proposed for construction on the Ohio River, was concerned with the study of navigation conditions in the lock approaches to determine the adequacy of the proposed design and with the development of measures to overcome or minimize the effects of any adverse conditions noted. The model study also afforded a means by which navigation interests could satisfy themselves, by observing the scale model in operation, as to the acceptability of the proposed locks and dam from a navigation standpoint.
