This report (or manual) was developed by the SCT to provide information to Canadian and United States passenger motor carriers which desire information how to apply for Mexican authority to provide cross-border passenger service into Mexico and/or from Mexico. It describes the regulatory and enforcement approaches in Mexico, and a number of contact points throughout the Mexican government that such passenger motor carriers may need to contact. This is the information on steps a company would have to comply with after they have established to the SCT that the company has operating authority in their home country, and thus qualifies to apply to the SCT for authority to provide cross-border passenger transportation services.
