Before quantitative analyses and statistical tests of relationships are undertaken for the East-West Gateway freight terminal model study, a plan of attack is established so that the study will proceed properly. A conceptual framework will act as a guide for analyzing data, identifying key relationships, performing statistical analyses, and developing a forecasting technique for relating freight terminal transportation demand to the transportation system.
