Section 104 of the Motor Carrier Safety Improvement Act of 1999 (MCSIA) directed the Secretary of Transportation to develop a long-term strategy and annual plan for improving commercial motor vehicle (CMV), operator, and carrier safety. Section 104(c) further stipulates, Beginning with fiscal year 2001 and each fiscal year thereafter, the Secretary shall submit to Congress the strategy and annual plan at the same time as the President's budget submission. In accordance with these requirements, the Federal Motor Carrier Safety Administration (FMCSA) has produced long-term strategies and annual plans each fiscal year.
