This report considers the degree to which transportation may be a constraint on the attainment of the goals of Project Independence and the effectiveness of various governmental policies in lifting any constraints. The report analyzes the development of new energy sources and the change in the manner of use of old energy sources that must take place in order to transport such materials as coal, gas, petroleum and products from the source to intermediate processing and thence to the end use consumer. Four primary modes of transportation are considered: truck, rail, waterway and pipeline. Portions of this document are not fully legible.
