The article described the results of a surveillance method used in 1987 to ascertain the development of seat belt usage in the Netherlands. The methodology was as follows: An observer situated at junctions to or at exits from motorways, looked inside cars as they waited at traffic lights and noted whether seat belts were worn or not. The usage differed according to the category of road: Motorway: 75%; Non-motorway and roads with mixed traffic: 60%; and Roads with local traffic: 45%. Since 1980 the presence of a passenger in the front seat has had no influence on the use of a belt by the driver. From interviews taken in 1984 it was shown that women used belts more frequently than men. Age was also a factor in the differences. Young people used the belts less than older people.
