The European Space Agency (ESA) History Study Reports are preliminary reports of studies carried out within the framework of an ESA contract. As such they will form the basis of a comprehensive study of European Space activities covering the period from 1959 to 1987. The early development of ESRO's satellite program is addressed. The process which led to the definition of ESRO's eight year scientific program is analyzed. The organizational structure by which proposals coming from the scientific community were discussed within ESRO in order to arrive at definite choices about mission objectives and satellite payloads is described. The painful process of revision of the original program undertaken in the first three-year period of ESRO (1964-1966) is addressed.
