Future developments of the Air Traffic Management (ATM) system are investigated. The concept descriptions produced during the studies of ATM requirements are summarized. The need for the integration of automated systems on the ground and in the air is justified. The program PHARE was set up to draw together and coordinate ongoing and planned research activities in the field of air traffic control, avionics and human factors. PHARE objectives, multidisiplinary activities and obtained results are summarized.
