In the United Kingdom the legislation on the carriage of dangerous goods by air is contained in the Air Navigation Order 1980, as amended, and it is proposed that the Secretary of State should make regulations to be known as the Air Navigation (Dangerous Goods) Regulations 1983. The proposed Regulations would require that dangerous goods for air carriage should comply with the Technical Instructions. An air operator would still be required to have a permission to carry dangerous goods. The Authority is recommending to the Department of Trade that the new legislation be introduced as soon as possible. Part 6 of the Technical Instructions outlines the training necessary under the new requirements. These guidelines have been produced to assist those involved in training to understand their obligations, to provide explanations for some of the terminology used and to suggest some ways in which the requirements of the Instructions could be met.
